The Water Resources Management Authority (WARMA) and the Office of the Public Protector have reaffirmed the importance of closer institutional collaboration in strengthening water governance, public accountability and the protection of citizens.
The Director General of WARMA, Ms. Misozi Ngulube, made the call when she paid a courtesy call on the Public Protector, Mrs. Caroline Sokoni, at the Office of the Public Protector in Lusaka on Wednesday, 26th August 2026.
The engagement provided an opportunity for the two institutions to discuss a range of issues relating to water governance and the public interest, including water security, climate-related droughts and floods, water-resource protection, land-use planning, pollution, illegal water abstraction, riverbank cultivation and the need for stronger coordination among institutions.
Ms. Ngulube highlighted the importance of water security to Zambiaโs national development and the increasing pressures on water resources arising from climate variability, increasing demand and human activities.
She also highlighted WARMAโs ongoing work to strengthen water-resource monitoring, data management, forecasting and early-warning systems, as well as the continuous identification, mapping and delineation of strategic and critical water-resource areas across the country.
The Director General emphasised the importance of ensuring that water-resource information informs broader Government planning and development decisions, particularly in relation to land allocation, settlement development and activities in areas that are critical to the protection of water resources.
The discussions also considered the need to balance water allocation and regulation with competing national needs, including agriculture, energy, domestic requirements, industry and environmental protection.
Ms. Ngulube noted the importance of continued community and stakeholder engagement to ensure that affected communities and water users understand regulatory decisions and interventions.
The engagement further recognised the practical intersection between the mandates of WARMA and the Office of the Public Protector, particularly where water-resource issues have implications for public administration and the welfare of citizens.
The Public Protector appreciated the work being undertaken by WARMA and called for closer collaboration between the two institutions, particularly in responding to and managing water-related disasters and issues affecting communities.
The two institutions also recognised the importance of stronger information sharing, appropriate referrals, public awareness and coordinated consideration of systemic issues where their mandates intersect.
As a key outcome of the engagement, the two institutions agreed on the need to explore the development of a Memorandum of Understanding (MoU) to provide a structured framework for collaboration and cooperation in areas of mutual interest.
The proposed MoU will provide an opportunity to strengthen institutional coordination while respecting the respective statutory mandates of the two institutions, with the shared objective of improving public service delivery, strengthening water governance and ensuring that citizens receive appropriate responses to water-related concerns.
The engagement marks an important step towards building a more structured partnership between WARMA and the Office of the Public Protector in support of sustainable water-resource management, public accountability and the public interest.

Protecting critical water resources requires more than technical assessments. It requires engaging the people who understand and depend on these resources.
The Water Resources Management Authority (WARMA) has engaged His Royal Highness Chief Shaibila of the Lala people and his headmen at Kampoko Palace in Mkushi District as part of the ongoing process to map and protect critical water sources in the North Swaka and Mkushi headwaters.
The engagement provided a platform for WARMA to share information on the Water Resource Protection Areas mapping process, listen to local knowledge, receive feedback on emerging water resource challenges and understand community perspectives on areas requiring protection.
The North Swaka and Mkushi headwaters feed rivers including the Lunsemfwa and Mkushi Rivers, which support agriculture, hydropower, ecosystems and the livelihoods of downstream communities.
Their protection therefore requires the participation of traditional leadership, communities and other stakeholders who have a direct connection to these resources.
His Royal Highness Chief Shaibila reaffirmed the importance of protecting river buffer zones and encouraged his subjects to seek WARMAโs guidance on water resource matters.
The engagement reflects WARMAโs commitment to a more participatory approach to water resources management, where stakeholder knowledge and feedback help inform planning, decision-making and the implementation of water resource protection measures.

Water protection means being present, identifying risks, and acting before they become bigger problems.
Through the Luangwa Catchment Office, WARMA is currently engaging mining companies and artisanal miners in Serenje and Mkushi Districts of Central Province to strengthen compliance and protect water resources.
At Melucky Mining Company, the Authority has directed measures to strengthen the tailings dam and reduce the risk of pollution reaching the Sasa River.
At Zambia Anglo Mkushi Manganese Mine, WARMA has emphasised the protection of groundwater and surface water and advised the company on the required dewatering permit.
Along the Changwena River in North Swaka Forest Reserve, WARMA is engaging artisanal miners on safer gold processing practices and has directed them to construct a properly designed tailings dam at least 100 metres from the river. The miners have committed to act within two weeks.
These engagements demonstrate WARMAโs proactive approach to water resources management, combining field inspections, stakeholder engagement, technical guidance and regulatory action to address risks and strengthen compliance.

As part of its nationwide programme to identify, map and protect critical water sources, the Water Resources Management Authority (WARMA), through the Luangwa Catchment Office, is currently undertaking Water Resource Protection Areas (WRPAs) mapping, stakeholder engagements and community sensitisation in North Swaka and the Mkushi headwaters in Central Province.
These headwaters feed the Chibefwe, Mkushi and Musofu Rivers, which form part of the Lunsemfwa River system that supports communities, agriculture, hydropower and other economic activities.
Working with the Forestry Department, North Swaka Trust and local communities, WARMA is inspecting critical water sources, engaging stakeholders and sensitising communities on the importance of protecting rivers, forests and catchments from deforestation, encroachment, riverbank cultivation, illegal mining and pollution.
The engagements are an important part of the process because protecting water resources requires more than technical assessments. It requires communities, traditional leaders, government institutions, water users and other stakeholders to understand the value of these resources and play their part in protecting them.
The field exercise has also identified growing environmental pressures, including gold processing activities along the Changwena River, where WARMA directed illegal miners to take measures to prevent mining residues from entering the water system.
This work is part of a continuous nationwide programme being implemented across WARMAโs catchments to identify and strengthen protection of water resources that are critical to Zambiaโs water security.
Mapping is not simply about drawing boundaries on a map. It is about knowing what we need to protect, understanding the threats, engaging the people who depend on these resources and putting measures in place before damage becomes irreversible.

The Water Resources Management Authority (WARMA) continues to strengthen strategic partnerships and engage stakeholders at the ongoing 98th Agricultural and Commercial Show Zambia in Lusaka.
Among the notable visitors to the WARMA stand were the Permanent Secretary for Water Development and Sanitation, Eng. Romas Kamanga, as well as the Board and Management of the Zambia Environmental Management Agency (ZEMA), led by Board Chairperson Mr. Auditor Mazuba. The delegation was received by WARMA Board Chairperson, Dr. John Kunda, Director General Ms. Misozi Ngulube, and members of Senior Management.
The engagements highlighted the importance of collaboration in protecting Zambia’s water resources and strengthening environmental compliance, particularly in addressing pollution and promoting sustainable water resources management.
The day also coincided with the official opening of the show by His Excellency President Hakainde Hichilema, represented by the Secretary to the Cabinet, Mr. Patrick Kangwa, underscoring the significance of innovation, partnerships and sustainable development in driving Zambia’s economic transformation.

The Water Resources Management Authority (WARMA) today hosted a courtesy call by the Zambia National Farmers’ Union (ZNFU), led by its President, Mr. Zvhikonyo Mahombe, at the Authority’s Headquarters in Lusaka.
The meeting provided an opportunity for the two institutions to reaffirm their longstanding partnership and to discuss areas of mutual interest to strengthen sustainable water resources management, support agricultural productivity, and enhance national food security.
Speaking during the meeting, Mr. Mahombe congratulated WARMA Director General, Ms. Misozi Ngulube, on her appointment and reaffirmed ZNFU’s commitment to working closely with the Authority in addressing issues affecting the agricultural sector, particularly those relating to water resources management, water use permitting, and sustainable water allocation.
He emphasized that water is the lifeblood of agriculture and a critical enabler of food security and economic development.
He noted that continued collaboration between ZNFU and WARMA is essential to ensure that farmers have timely access to information on water resources management, enabling them to make informed decisions and adequately prepare for emerging challenges, including climate variability.
The Director General welcomed the continued partnership between WARMA and ZNFU, describing the Union as one of the Authority’s key strategic stakeholders in promoting sustainable water resources management and climate-resilient agriculture.
Ms. Ngulube underscored the importance of strengthening collaboration with farmers and other stakeholders to promote responsible water use, protect the country’s water resources, and support sustainable socio-economic development.
She also highlighted the importance of water harvesting and storage in strengthening resilience to climate change and improving water security for agricultural production.
The Director General further outlined ongoing initiatives by the Authority, including the implementation of the Water Resources Management (Water Harvesting and Storage) Regulations, 2024, and the development of the Draft National Dam Safety Guidelines, which are intended to strengthen the safe planning, construction, operation, and maintenance of dams and other water storage infrastructure.
ZNFU Executive Director, Mr. Harad Lungu, also reaffirmed the Union’s commitment to strengthening collaboration with WARMA, particularly in enhancing awareness among farmers on water resources management.
He emphasized the importance of continued stakeholder engagement, timely information sharing, and coordinated interventions to support sustainable agricultural production and responsible water use.

The Water Resources Management Authority (WARMA), in collaboration with the Smart Zambia Institute, is conducting a Cybersecurity Awareness Training aimed at strengthening staff capacity to identify, prevent, and respond to evolving cyber threats.
The training, being held at Mika Chamba Valley Exotic Lodge in Chongwe District, forms part of WARMA’s ongoing efforts to enhance cybersecurity awareness and safeguard the Authority’s digital systems, information assets, and critical infrastructure.
Officially opening the training, WARMA Director General, Ms. Misozi Ngulube, emphasized that as the Authority continues to embrace digital transformation in delivering its mandate, cybersecurity has become a strategic priority.
She noted that digital technologies now support key operational functions, including water permitting and licensing, hydrological information management, flood forecasting and early warning systems, financial management, and stakeholder communication.
While these technologies have enhanced operational efficiency and service delivery, they have also exposed institutions to increasingly sophisticated cyber threats.
The Director General stressed that cybersecurity is no longer the responsibility of Information Technology professionals alone, but a shared responsibility that requires every employee to remain vigilant, protect institutional information, and adhere to established cybersecurity policies and best practices.
The training, facilitated by experts from the Smart Zambia Institute, is equipping participants with practical knowledge and skills in cybersecurity fundamentals, phishing and malware awareness, password and access management, email and internet safety, data protection and privacy, as well as cyber incident identification and reporting.
Through initiatives such as this, WARMA continues to invest in building a cybersecurity-conscious workforce, strengthening institutional resilience, and ensuring the secure, efficient, and reliable delivery of services in the management, development, conservation, protection, and preservation of Zambia’s water resources.

The Water Resources Management Authority (WARMA) successfully hosted its Second Quarter Technical Forum on 15th July 2026 at the Taj Pamodzi Hotel in Lusaka.
Held under the theme, โLeveraging Stakeholder Coordination and Engagement for Sustainable Water Resources Management,โ the forum brought together representatives from Government institutions, academia, cooperating partners, development agencies, the private sector, civil society organisations, researchers, and water sector practitioners.
The forum provided a platform for stakeholders to strengthen collaboration, exchange knowledge, and explore practical approaches towards sustainable water resources management, reaffirming the importance of multi-stakeholder partnerships in safeguarding Zambiaโs water resources.
Speaking when she officially opened the forum, WARMA Director General, Ms. Misozi Ngulube, underscored the importance of stakeholder coordination and engagement in addressing the growing challenges facing Zambiaโs water resources, including climate change, environmental degradation, increasing water demand, and competing water uses.
Ms. Ngulube emphasized that sustainable water resources management is not the responsibility of a single institution, but a shared responsibility that requires strong partnerships, effective coordination, scientific research, innovation, and meaningful stakeholder engagement.
She further noted that while sound policies, regulations, and technical knowledge remain essential, sustainable water management can only be achieved when institutions and stakeholders work together, share knowledge, align priorities, and collectively develop practical solutions that respond to challenges on the ground.
The Director General also acknowledged the continued collaboration between WARMA and the University of Zambia Integrated Water Resources Management Centre under the O.R. Tambo African Research Chairs Initiative (ORTARChI), describing the partnership as a testament to the importance of research, innovation, and evidence-based decision-making in strengthening water governance in Zambia.
The forum featured technical presentations covering drought risk management, stakeholder engagement, ecosystem services, spatial distribution of water users, habitat monitoring through remote sensing, groundwater systems, youth participation in water resources management, hydrogeological modelling, machine learning applications, climate change, and water accounting in the Zambezi River Basin.
WARMA remains committed to providing platforms such as the Quarterly Technical Forum to promote technical dialogue, strengthen partnerships, encourage knowledge sharing, and advance evidence-based approaches to the sustainable management, development, and protection of Zambiaโs water resources.

The Water Resources Management Authority (WARMA) is actively participating in the 60th Zambia International Trade Fair (ZITF) in Ndola, where it has been engaging with stakeholders and showcasing its services and mandate since the exhibition opened on 1st July 2026.
The official opening of this yearโs Fair was graced by Her Honour the Vice President of the Republic of Zambia, Mrs. Mutale W. K. Nalumango, and held under the theme โBridging Markets, Building the Future.โ
During the ongoing fair, WARMA also had the honour of hosting Eng. Romas Kamanga, Permanent Secretary in the Ministry of Water Development and Sanitation, who toured the Authorityโs exhibition stand to appreciate its regulatory services and ongoing programmes.
He was received by WARMA Board Chairperson, Dr. John E.L. Kunda, together with the Director General, Ms. Misozi Ngulube, other Board Members and members of Senior Management.
During the engagement, Eng. Kamanga emphasised the importance of sustained investment in water resources management, noting that the adoption of modern technologies remains key to strengthening water security, improving efficiency, and supporting Zambiaโs long-term development agenda.
In response, the Board Chairperson reaffirmed WARMAโs commitment to strengthening water governance through effective regulation, strategic partnerships, and the sustainable management of the countryโs water resources.
At the same time, the Director General and senior management team, supported by technical officers, have continued engaging a wide range of stakeholders including investors, businesses, public institutions, and members of the media.
These engagements are providing deeper insight into WARMAโs regulatory mandate and service delivery functions.
In addition, the Authority is offering practical support at the stand, including guidance on applications for commercial water use permits, facilitation of borehole registration, and access to hydrological information to support investment decision-making.
Stakeholders are also being sensitised on key compliance issues such as illegal abstraction, sand mining, pollution control, and the protection of strategic water resource areas.

The Water Resources Management Authority (WARMA) today hosted learners and teachers from St. Ambrose Boys Technical Secondary School on an educational research tour aimed at providing practical insights into water resources management, conservation, and sustainable utilisation.
The day began with a visit to the Kasaka Gauging Station in Kafue District, where the learners were exposed to hydrological monitoring systems and observed how water resources data is collected, analysed, and applied to support informed decision-making in the management of Zambia’s water resources.
At WARMA Headquarters, the learners were taken through the Authorityโs mandate and the various processes involved in regulating, monitoring, allocating, and protecting water resources in the country.
Through interactive engagements with technical and administrative staff, the pupils were able to connect classroom concepts with real operational practice, gaining a clearer appreciation of the realities of water resources management beyond theory.
The delegation also toured various offices within the Authority, offering them a closer look at day-to-day operations and the coordinated institutional effort required to ensure effective water governance and service delivery.
In a moment of reflection and encouragement, the learners interacted with the Board Chairperson, Dr. John E.L. Kunda, who urged them to remain disciplined, focused, and committed to their education, while also cautioning against substance abuse and other behaviours that could derail their future aspirations.
They were later addressed by the Director General, Ms. Misozi Ngulube, who welcomed the delegation and expressed appreciation for their visit.
She encouraged the learners to excel in their academic work and challenged them to serve as ambassadors of water resources management and environmental stewardship within their schools and communities, promoting the sustainable protection of Zambiaโs water resources for present and future generations.
Adding a technical and career development perspective, Acting Senior Manager for Operations, Eng. Anthony Chabala, encouraged the pupils to consider careers in engineering, natural resources management, and environmental sciences, highlighting the growing demand for skilled professionals in these critical sectors.
The visit was further enriched by a career guidance session from the Director Human Capital and Administration, Ms. Annie Sakala, who provided practical insights on career selection, academic focus, and preparation for future opportunities in various professional fields.

The Water Resources Management Authority (WARMA) has continued its stakeholder and community engagement activities in Southern Province under the campaign โProtect Your Water Sourceโ, aimed at raising awareness on the importance of protecting and sustainably managing Zambiaโs water resources.
As part of the ongoing outreach programme, WARMA engaged various stakeholders from Government institutions, water users, civil society organisations, and local communities to discuss sustainable water resources management and the shared responsibility of protecting rivers, dams, wetlands, aquifers, and catchments that are critical to Zambiaโs social and economic development.
The engagements provided a platform for WARMA to enhance public understanding of its mandate and services, promote responsible water use, and strengthen stakeholder collaboration in safeguarding water resources for present and future generations.
The programme forms part of WARMAโs ongoing nationwide efforts to increase awareness and encourage collective action towards the protection, conservation, and sustainable management of the countryโs water resources.

The Water Resources Management Authority (WARMA) is concluding a five-day stakeholder workshop on the drafting and consolidation of the Water Resource Protection Areas Statutory Instrument at Twangale Park in Lusaka.
Officially opened by Director General Ms. Misozi Ngulube, the workshop has brought together officials from the Ministry of Water Development and Sanitation, the Ministry of Justice, and WARMA technical experts to review and refine the draft regulatory framework for the declaration and management of Water Resource Protection Areas.
Speaking during the opening ceremony, Ms. Ngulube noted that Government has observed increasing pressure on strategic water resources across the country arising from settlement expansion, incompatible land uses and other activities that threaten both surface and groundwater systems.
She emphasized that the Statutory Instrument will provide the legal framework for the declaration and protection of strategic water resources and critical recharge areas, strengthening efforts to safeguard Zambia’s water security and support sustainable socio-economic development.
The workshop forms part of an ongoing national process by WARMA to identify, map and protect strategic water resources through legally recognized Water Resource Protection Areas. Once finalized and gazetted, the regulations will provide a framework for the continued declaration and protection of strategic water resources across the country.

The Water Resources Management Authority (WARMA) held a session at the ongoing 14th Zambia Water Forum and Exhibition (ZAWAFE) 2026 under the theme “Water Resources Management: Strengthening Evidence-Based Water Resources Management.”
As Zambia faces increasing pressure on its water resources from climate change, population growth, urbanization, and industrial development, the need for evidence-based management has become more critical than ever.
The session brought together stakeholders from government, academia, the private sector, civil society, and development partners, to discuss how research, data, and innovation can support sustainable water governance and strengthen water security across the country.
During the session, the Authority highlighted its commitment to using scientific evidence and modern technology to improve the management, protection, and regulation of water resources.
Presentations showcased innovative approaches like drone technology, which is currently enhancing water resource monitoring, environmental assessments, and compliance enforcement.
WARMA experts also shared critical research findings. A presentation on the Kalahari Aquifer System provided valuable insights into groundwater recharge and sustainability, while another examined lessons learned from water quality recovery following the Sino-Metals tailings dam failure, underscoring the vital importance of effective environmental monitoring and response mechanisms.
Participants also explored how to integrate water resource security into urban development planning, using a case study of Kapiri Mposhi, they demonstrated how hydrological and hydrogeological considerations can successfully support sustainable infrastructure development.
Through interactive discussions and knowledge sharing, stakeholders emphasized that collaboration, robust policy implementation, compliance, and community participation are essential to addressing emerging challenges such as pollution, encroachment, and climate change.
The session reaffirmed WARMA’s commitment to strengthening evidence-based decision-making and fostering partnerships for sustainable water management.

The Water Resources Management Authority (WARMA) Board Technical Committee conducted compliance inspections and oversight activities recently from in the Kafue and Zambezi Catchments as part of its mandate to promote sustainable water resources management and strengthen regulatory compliance.
The Committee inspected the Kasaka Gauging Station in Kafue, where members were briefed on water monitoring activities, including routine water level measurements and water quality assessments. Discussions also focused on opportunities to strengthen monitoring through automation and enhanced collaboration with key stakeholders.
In Mazabuka, the Committee conducted a compliance inspection and engagement meeting at Kaleya Dam. Discussions focused on water utilisation, water allocation, operational demands, catchment pressures, climate variability, and challenges relating to water availability within the operational area.
The Committee noted the increasing pressure on available water resources and emphasised the need for enhanced water conservation measures, efficient water use practices, and strict adherence to water permit conditions to support equitable allocation and long-term protection of water resources.
The Committee later proceeded to Siavonga District, where it conducted compliance inspections at aquaculture facilities operating on Lake Kariba, including Yalelo Fisheries and Zamfresh. The inspections focused on compliance with water permit conditions, environmental management measures, monitoring requirements, and responsible water use practices.
During the visits, the Committee observed the significant scale of operations being undertaken by the aquaculture facilities and underscored the importance of maintaining high compliance standards in view of the growing demand for water resources and the strategic importance of Lake Kariba to Zambia’s economy, fisheries sector, and food security.
Throughout the tour, the Committee engaged stakeholders on emerging challenges affecting water resources, including climate change, increasing demand for water, compliance obligations, and the importance of strengthening conservation and sustainable utilisation efforts.
The programme concluded with the 7th Board Technical Committee Meeting in Siavonga, during which members considered various applications relating to surface water and groundwater use and received updates on Water Resources Protection Areas and allocated water volumes.
The compliance tour provided valuable insights into sector operations, compliance status, and challenges affecting sustainable water resources management while reaffirming WARMA’s commitment to the effective regulation, protection, and sustainable management of Zambia’s water resources for the benefit of current and future generations.

The Water Resources Management Authority (WARMA) joins the nation in commemorating World Environment Day, held under the theme “Accelerating Zambia’s Climate Action for Green Growth and Sustainability.”
This year’s national commemoration was held at the Lusaka National Park and brought together various stakeholders committed to environmental protection and sustainable development.
In line with the theme, WARMA reaffirmed its commitment to ensuring the sustainable management and protection of Zambia’s water resources for both current and future generations.
During the event, the Authority exhibited and showcased its mandate, highlighting its role in water resources management, regulation, and climate resilience.
Speaking during his keynote address, Lusaka Province Permanent Secretary Joe Kalusa said this year’s theme calls for urgent and meaningful action to address climate change and promote sustainable development.
He said that the theme places nature at the centre of climate solutions, emphasising the critical role that forests, wetlands, and soil microbes play in building climate resilience.
Mr. Kalusa further stated that the Government remains committed to promoting sustainable environmental management, climate resilience, and advancing green economy development.

The Water Resources Management Authority (WARMA) yesterday held its Staff Recognition and Awards Ceremony in Lusaka, bringing together employees from across the Authority, including Headquarters and the Kafue, Luangwa, Chambeshi, and Zambezi Catchments, who, despite the distances that define their daily operational realities, gathered under one roof in a shared celebration of excellence, dedication, and service to the nation.
The ceremony recognised members of staff whose commitment, professionalism, innovation, teamwork, and dedication to duty continue to quietly power the Authorityโs achievements across 2025 and 2026, often behind the scenes and sometimes under less than ideal conditions.
Speaking during the event, Director General Mrs. Misozi Ngulube-Lumpa commended staff for their continued contribution towards implementing the Authorityโs Strategic Plan and advancing WARMAโs mandate of managing, regulating, and protecting Zambiaโs water resources.
She noted that while individual employees were recognised in various award categories, the Authorityโs success is, and has always been, built on the collective efforts of all members of staff working across the country to deliver results that are often expected as routine, but are in fact the outcome of sustained dedication and teamwork.
Mrs. Ngulube-Lumpa encouraged staff to continue striving for excellence, integrity, teamwork, and innovation, emphasising that people remain WARMAโs greatest asset and the driving force behind its achievements, even when their work happens far away from the spotlight.

The Water Resources Management Authority (WARMA), in partnership with the German Development Cooperation (GIZ) under the AWARE 2.0 project, has concluded a high-level technical study visit to Finland aimed at transforming water governance and mitigating resource-based disputes within Zambia’s critical catchments.
The exchange mission, funded through the European Unionโs Technical Assistance for Information Exchange (TAIEX), brought together senior officials from the Ministry of Water Development and Sanitation, WARMA, and GIZ.
The initiative seeks to build institutional capacity in water allocation, groundwater protection, and dispute resolution, focusing on the Lower Kafue Sub-Catchment (LKSC).
Throughout the study visit, the Authority engaged with key Finnish entities, including the Ministry of Agriculture and Forestry, the Ministry of Environment, and the Geological Survey of Finland (GTK).
Technical meetings focused on Finland’s automated hydrological forecasting networks, localized environmental regulations, and its structured, six-year River Basin Management Planning cycle.
WARMA delegates observed how Finland utilises inclusive, transparent public consultations within its planning cycles to align competing industrial, agricultural, and domestic water demands, thereby preventing legal and communal disputes before they manifest.
The technical team also addressed groundwater sustainability and toured specialized hydrogeological research installations to observe the application of isotope analysis in tracking groundwater paths and mapping aquifer recharge zones.
Furthermore, a dedicated conference in Lahti exposed participants to Managed Aquifer Recharge (MAR) infrastructures designed with operational lifespans exceeding a century.
Following the mission, technical experts have proposed a series of strategic recommendations to upgrade Zambiaโs current water management frameworks.
Key priorities include the phased automation of WARMAโs nationwide hydrological monitoring stations to enable real-time data transmission, alongside the adoption of Multi-Criteria Decision Analysis (MCDA) tools to introduce more objective, data-driven methodologies during the water permitting and dispute arbitration processes.
The insights and technical strategies gathered from the Finnish model are expected to guide WARMA and the Ministry of Water Development and Sanitation as they finalize tailored water dispute prevention and resolution guidelines designed for the unique climate and regulatory landscape of Zambia.
The Authority continues to collaborate with its stakeholders in sustainably managing and protecting Zambiaโs water resources.

The Water Resources Management Authority (WARMA) today successfully hosted the 2026 First Quarter Technical Forum at WARMA Headquarters in Lusaka under the theme: โAdvancing Sustainable Water Resources Management at Catchment and Basin Levels.โ
The forum brought together stakeholders from government institutions, academia, research institutions, cooperating partners, civil society organisations, and the private sector to strengthen technical dialogue, knowledge sharing, and collaboration on emerging water resources management issues in Zambia.
Speaking during the official opening, WARMA Acting Director General, Mrs. Misozi Ngulube-Lumpa, emphasized the importance of strengthening evidence-based water resources management amid increasing pressures arising from climate change, environmental degradation, rapid urbanisation, pollution, and growing demand for water resources.
Mrs. Ngulube-Lumpa noted that sustainable water resources management requires coordinated action, scientific research, innovation, and strong partnerships among stakeholders.
The forum featured technical presentations on a wide range of topics including Integrated Water Resources Management (IWRM), groundwater systems, climate change impacts on water availability, catchment protection, water allocation planning, water quality assessment, remote sensing technologies, and sustainable water governance.

The Water Resources Management Authority (WARMA) Acting Director General, Mrs. Misozi Ngulube-Lumpa, today joined officials and staff from the Ministry of Water Development and Sanitation in bidding farewell to Hon. Eng. Collins Nzovu, MP, ahead of the dissolution of Parliament and Cabinet.
Speaking during the farewell engagement held at the Ministry Headquarters in Lusaka, Hon. Nzovu expressed gratitude to His Excellency President Hakainde Hichilema for the opportunity to serve the country, describing the President as a leader who restored direction, purpose, and hope at a critical time in Zambiaโs development.
The Minister thanked Ministry staff and institutions within the water sector for their dedication, professionalism, and support throughout his tenure. He noted that achievements recorded in the sector, including the expansion of water supply schemes, rehabilitation of infrastructure, improvement of sanitation systems, and responses to drought and cholera outbreaks, were made possible through teamwork and collective effort.
He further encouraged public officers to remain committed to serving the people of Zambia with integrity, professionalism, and unity, emphasising that while leadership may change, the responsibility to deliver essential services remains constant.
As part of the engagement, WARMA presented a Reverence Award to Hon. Eng. Collins Nzovu, MP, in recognition of his distinguished service and contribution to strengthening water resources management, institutional coordination, and sustainable development within the water sector.

The Water Resources Management Authority (WARMA) today hosted the Hon. Minister of Water Development and Sanitation, Eng. Collins Nzovu, MP, at the construction site of the State-of-the-Art Regional Water Quality Laboratory in Ibex Hill, Lusaka.
The visit provided an opportunity to appreciate progress made on this strategic national investment, which is expected to significantly strengthen Zambiaโs capacity for water quality monitoring and analysis.
Situated in Ibex Hill, Lusaka, the modern two-storey facility is being developed as a central hub for advanced water quality testing and analysis.
Once completed and accredited to international standards, the laboratory will provide reliable and scientifically credible data to support water resources management across the country.
The facility will house specialised laboratories for wet chemistry, microbiology, and soil and sediment analysis, as well as modern sample preparation and storage systems. This will enhance the countryโs ability to monitor water quality, detect pollution risks early, and respond effectively to emerging environmental challenges.
Once operational, the laboratory will play a critical role in supporting climate-resilient agriculture, improving irrigation planning, strengthening early warning systems for water-related risks, and enhancing regulatory enforcement of water quality standards. It will also support sustainable water allocation for domestic use, agriculture, industry, and environmental protection.

The Water Resources Management Authority (WARMA) joins the nation in commemorating the 2026 Labour Day, held under the theme โSecuring Zambiaโs Future of Work: Protecting Jobs, Skills, and Pensions for Decent Work for All.โ
We honour the men and women whose work is central to the management and protection of Zambiaโs water resources. Across catchments, rivers, and communities, their efforts ensure that water is monitored, regulated, and used sustainably to support lives, livelihoods, and national development.
As part of the commemorations and in honour of Zambian workers, WARMA staff participated in Labour Day activities across the country, including in Lusaka, Livingstone, and Kasama, reflecting the Authorityโs commitment across all catchments.

The Water Resources Management Authority (WARMA) through its Luangwa Catchment Office in Kabwe hosted final-year Civil Engineering students from Mulungushi University on a study visit aimed at enhancing practical understanding of water resources management in Zambia.
The visit provided students with exposure to WARMAโs operations and mandate in the management, protection, and regulation of water resources, with a focus on how engineering principles are applied within a regulatory and environmental context.
Key discussions covered sustainable infrastructure development, protection of water quality, responsible use of surface and groundwater resources, and the importance of compliance with water resources regulations in engineering projects.
The students were also introduced to how water resources management is implemented in practice, including planning considerations, resource management, and the integration of sustainability into decision-making processes.
WARMA continues to engage with academic institutions through such visits to bridge classroom learning with practical application and to strengthen the understanding of water governance among future engineers.

The Water Resources Management Authority (WARMA) is participating in a media workshop aimed at strengthening disaster risk communication and improving understanding of disaster response systems in Zambia.
The workshop, being held under the theme โBeyond Headlines โ Understanding Disaster Response and Humanitarian Action,โ in Kafue District brings together key stakeholders in disaster risk management, including the Disaster Management and Mitigation Unit (DMMU), the Zambia Meteorological Department, the Zambia Red Cross Society, and media practitioners.
Speaking during the official opening of the workshop, DMMU National Coordinator Mr. Norman Chipakupaku emphasized the need for accurate, informed, and responsible disaster reporting. He noted that the media plays a critical role in shaping public understanding and response during emergencies.
WARMA is represented at the workshop by Kafue Catchment Manager Ms. Chizya Mvula.
WARMA plays a key role in flood risk management through continuous monitoring of river systems, rainfall patterns, and catchment conditions across the country.
Through this monitoring, WARMA forecasts potential flood events and identifies areas at risk. This information informs early warning advisories that support timely decision-making by key stakeholders such as the Disaster Management and Mitigation Unit (DMMU) and the Red Cross.
This supports early preparedness actions, including evacuation planning, coordination of response efforts, and protection of vulnerable communities and infrastructure.
This work is particularly important in the context of increasing climate variability, which has contributed to more frequent riverine flood events and other water-related disasters in recent years.

As the 2026 AgriTech Expo comes to a close, the Water Resources Management Authority (WARMA) has reinforced the importance of sustainable water use in building a climate-resilient agricultural sector.
Throughout the Expo, WARMA engaged farmers and stakeholders on practical solutions such as efficient irrigation, water harvesting, and improved water management practices to support productivity and reduce pressure on shared water resources.
The Authority emphasised that while rainfall has improved, the real challenge remains water storage and efficient use to sustain farming throughout the year.
On the final day, the WARMA team extended engagement beyond the stand, interacting directly with farmers and providing guidance on how water management solutions can address real challenges on the ground.

The Water Resources Management Authority (WARMA) has continued to engage farmers and key stakeholders at the ongoing 2026 AgriTech Expo in Chisamba, using the platform to highlight critical water management issues affecting the agricultural sector.
WARMA Acting Director General, Mrs. Misozi Ngulube Lumpa, today interacted with farmers and exhibitors, providing guidance on sustainable water use and regulatory requirements.
The Authority also participated in the official opening of the Expo, where the Republican President, Mr. Hakainde Hichilema, represented by the Minister of Agriculture, Hon. Reuben Mtolo, called for increased agricultural production, greater adoption of technology, and strengthened resilience against climate change.
As part of its outreach, WARMA has also leveraged media platforms to raise public awareness of water permits, borehole drilling, and responsible water use.

As part of her working visit to the Copperbelt Province, WARMA Acting Director General, Mrs. Misozi Ngulube Lumpa, conducted a series of field inspections in Masaiti, Ndola, and Kitwe to assess key operational challenges affecting water resources management.
The visits focused on inspecting vandalised hydrological stations and encroachments on water bodies, including the Kafubu River. This provided first hand insight into issues affecting WARMAโs operations and the management of water resources.

Our Zambezi Catchment Regional Office participated in the 2026 World Water Day at Nachumba Primary School in Namwala District, Southern Province.
The event, officiated by the Provincial Minister, Hon. Credo Nanjuwa, MP, included a tree planting activity to promote environmental conservation.
In his keynote address, the Minister highlighted the critical role of water in sustaining livelihoods, supporting economic development, and improving public health.
He also underscored the need for inclusive water solutions, equitable access for women and girls, and investments in water infrastructure to build resilience against climate challenges.

The Water Resources Management Authority (WARMA) Luangwa Catchment Office joined other stakeholders at Katondo Secondary School Ground in Kabwe District to commemorate the 2026 World Water Day.
The event was officiated by the District Commissioner, Mr. Lenox Shimwambwa, on behalf of the Permanent Secretary for Central Province, Dr. Milner Mwanakampwe.
During the event, WARMA engaged with stakeholders and community members to highlight its work in managing and protecting Zambiaโs water resources.
The Authority explained how it resolves conflicts among water users, including domestic and commercial users. It also outlined how it regulates the drilling sector, ensuring that drilling standards are followed to protect groundwater.

The event, held at Kasongo Primary School, was officiated by the Permanent Secretary, Eng. Romas Kamanga, on behalf of the Hon. Minister of Water Development and Sanitation, Hon. Eng. Collins Nzovu, MP.
In the keynote address, Government reaffirmed its commitment to expanding access to safe and clean water as a key driver of public health, economic development, and social equity. The address highlighted the disproportionate burden placed on women and girls in accessing water and emphasized the need for inclusive and sustainable water solutions.

The Water Resources Management Authority (WARMA) today joined the Honourable Minister of Water Development and Sanitation, Eng. Collins Nzovu, and key stakeholders to officially launch the clean-up, remediation, and restoration programme for areas affected by the pollution incident at Sino Metals Leach Zambia Limited.
The programme, which took place at Kalusale area in Kalulushi District of Copperbelt Province, marks a critical step in addressing the impacts of the Tailings Dam 15 (TD15) failure, which released tailings into the Chambeshi Stream, Mwambashi River, and the Kafue River. Localised impacts on water, sediments, and soils have been identified, and measures are now underway to restore affected ecosystems and support communities.
Following guidance from the independent assessor, Applied Science and Technology Associates Limited, Sino Metals, under strict supervision from WARMA, the Zambia Environmental Management Agency (ZEMA), and the Minerals Regulation Commission (MRC), has now moved into full implementation of a structured clean-up and restoration programme.

The Water Resources Management Authority (WARMA) is currently hosting a Technical Assistance and Information Exchange with experts from the European Union and GIZ to strengthen water dispute resolution in the Lower Kafue Sub-Catchment.
Speaking when she welcomed the delegation of experts, Acting Director General Mrs. Misozi Ngulube-Lumpa emphasized the need for collaborative and forward-looking approaches to water governance, noting that effective dispute resolution requires strong partnerships, community engagement, and evidence-based decision-making.
Supported under the AWARE 2.0 Project, the mission complements WARMAโs ongoing efforts to address water-related conflicts in the catchment.
The programme includes field visits to key sites such as the Kasaka Gauging Station, Upper Kaleya, and the Magoye River in Mazabuka, where experts are engaging directly with communities to analyse the socio-economic and environmental drivers of water disputes.
The Lower Kafue Sub-Catchment is one of Zambiaโs most vital water systems, supporting hydropower generation, irrigation, fisheries, and urban water supply.
However, increasing demand and climate variability have intensified competition for water resources, leading to disputes that affect livelihoods, productivity, and community well-being.
Through this engagement, WARMA is drawing on international best practices, including lessons from the Finnish Water Cooperation and Peace Water Way initiative, to strengthen mechanisms for early dispute prevention, stakeholder engagement, mediation, and negotiation.
The outcomes of the mission will contribute to the development of a localized and sustainable water dispute resolution framework tailored to Zambiaโs context.

The Water Resources Management Authority (WARMA) is currently conducting a strategic field validation and stakeholder engagement exercise across key areas of the Lower Kafue Sub-Catchment, including Chikankata, Mazabuka, Upper Ngwezi, Upper Kaleya, and Pemba.
The initiative aims to address critical water conflicts, promote compliance regulations, enhance protection of water resources, ensure equitable access and sustainable utilization of water for various users and communities.
During the engagements, WARMAโs team met with traditional leaders, District Commissioners, and village head men to identify challenges and co-create practical solutions.
In Pemba, His Royal Highness Chief Hamaundu highlighted the urgent need for increased access to water supply to reduce conflicts arising from shared water points between people and livestock. In Mazabuka, His Royal Highness Chief Hanjalika expressed concern over continued encroachment into river buffer zones, calling for focused community sensitization and enforcement.
In Chikankata, District Commissioner Mr. Timothy Chipolyonga emphasized the importance of water harvesting in form of dams and weirs to help mitigate existing conflicts.
Through this initiative, WARMA is working closely with local leadership and communities to promote awareness on intergrated water resources management, compliance to regulations, promote equitable access to water resources, and strengthen community-led governance structures to ensure inclusive and responsive decision-making.
These engagements are part of WARMAโs strategic partnership with GIZ under the AWARE 2.0 program, which provides technical support, builds local capacity, and fosters sustainable water management practices in the Lower Kafue Sub-Catchment.

The Water Resources Management Authority (WARMA) recently hosted a delegation from Mozambique, including experts from Cahora Bassa Hydroelectric Company (HCB) a
nd the Regional Water Administration for Central Mozambique (ARA-Centro), for a strategic engagement on transboundary water management in the Zambezi River Basin.
The mission included high-level discussions and a technical field visit to the Luangwa Great East Road Bridge Gauging Station, a key transboundary monitoring point that supports flood forecasting, drought monitoring, water allocation, and hydropower planning for both Zambia and Mozambique.
The joint visit strengthened collaboration, ensured data integrity, and identified technical improvements to enhance real-time water monitoring.

The Water Resources Management Authority (WARMA) wishes to update the public on the flooding situation and ongoing response efforts in areas previously highlighted in the Authorityโs flood alert.
Field reports confirm that the Lukulu River in Kasama District has overflowed its banks, affecting Mponda and Kalyalya villages. Critical access routes, including the bridge to St. Fidelis Mission Hospital, the only hospital serving these communities, have been disrupted.
The same bridge is also used by pupils attending St. Theresa Girls School, and movement to the hospital and school has been temporarily interrupted by the floodwaters.
WARMA officers are on the ground, working closely with the Zambia Red Cross Society and the Disaster Management and Mitigation Unit (DMMU) to support response efforts. These include community awareness, preparedness messaging, and mitigation measures aimed at protecting lives and property.
The Authority also reminds communities that additional flood risks previously forecast remain in effect. In Chinsali District, the Lubu River is expected to reach flood levels around 20 February, likely affecting Mbao, Kalwela, Mweye, and surrounding areas near Lubwa Mission along the riverbanks.
In Kanchibiya District, the Chambeshi River is expected to flood around 28 February, likely affecting villages near the MpikaโKasama Road Bridge. Residents in these areas are advised to take precautionary measures early.
Residents in all affected and forecast areas are urged to remain vigilant, avoid crossing flooded points, safeguard property, and move to higher ground where necessary.
WARMA will continue to monitor the situation closely and provide updates as conditions develop.

The Water Resources Management Authority (WARMA) is holding a five-day workshop in Lusaka to review the 2026 Draft Board Performance Contract and guide Senior Management on effective Board reporting.
Senior Management and officials from the Ministry of Water Development and Sanitation are participating to strengthen governance, accountability, and overall performance within the Authority.
In her opening remarks, Acting Director General Mrs. Misozi Ngulube-Lumpa explained that the workshop aims to refine the Board Performance Contract to include clear, measurable targets aligned with WARMAโs mandate and national development priorities.
She encouraged participants to use the workshop to improve the quality, timeliness, and relevance of reports submitted to the Board, highlighting that accurate and timely reporting is essential for sound decision-making and effective oversight.
Mrs. Ngulube-Lumpa also underscored the distinction between the Boardโs oversight role and Managementโs responsibility for implementation.
She stressed the importance of producing concise, evidence-based reports that clearly present performance, risks, and key operational matters requiring Board guidance.

The Water Resources Management Authority (WARMA) had the pleasure of receiving His Excellency Mr. Nader Shebl, Deputy Chief of Mission at the Embassy of the Arab Republic of Egypt in Lusaka, for a courtesy call.
The meeting, hosted by Acting Director General Mrs. Misozi Ngulube-Lumpa, focused on strengthening cooperation in sustainable water resources management, sharing technical expertise, and exploring opportunities for joint initiatives.

The Water Resources Management Authority (WARMA) Board of Directors today conducted a site visit to the Authorityโs Regional Water Quality Laboratory construction site and the Shaft 5 Wellfield in Lusaka, as part of its oversight mandate and familiarization.
The visit was led by Board Chairperson Dr. John Eudes Lengwe Kunda, accompanied by Board members, management, and staff.
The Board commenced the visit at the Regional Water Quality Laboratory, being constructed under the Strengthening Climate Resilience of Agricultural Livelihoods in Agro-ecological Regions I and II (SCRALA) Project, funded by the Green Climate Fund (GCF) with technical support from UNDP.
Briefing the Board, Acting Director General Mrs. Misozi Ngulube-Lumpa revealed that construction of the laboratory is approximately 78 percent complete, with handover anticipated in October 2026.
She noted that while current funding covers construction, it does not include laboratory equipment and analytical instruments essential for full operationalization.
Mrs. Lumpa appealed to the Board for support in mobilizing resources to equip the facility upon completion.
Speaking on behalf of the Board, Dr. Kunda recognized the importance of ensuring the laboratory becomes fully operational, emphasizing that it is a strategic investment aimed at enhancing WARMAโs capacity to monitor water quality, generate reliable scientific data, and support evidence-based decision-making for climate-resilient water and agricultural management.
The visit then proceeded to the Shaft 5 Wellfield, a critical groundwater source supplying approximately 22 percent of Lusakaโs municipal water.
The Acting Director General revealed that the wellfield is increasingly under pressure due to surrounding residential development and other human activities.
To safeguard this vital resource, WARMA has mapped and delineated the wellfield, establishing clear restrictions on land use and activities to prevent contamination and protect long-term water security.
Dr. Kunda called on communities around Shaft 5 to work closely with WARMA in protecting the wellfield by avoiding encroachments, preventing indiscriminate dumping of waste, and ensuring that soakaways, pit latrines, and other structures adhere to statutory regulations.
He emphasized that the wellfield is critical to meeting the water needs of Lusaka and surrounding areas, and that community cooperation is essential for its sustainable management.
The Board Chairperson also underscored the importance of collaboration between the Board, management, and staff, noting that site inspections provide a clear understanding of operational realities and emerging challenges.

As part of its ongoing efforts to improve operations and service delivery, the Water Resources Management Authority (WARMA) is reviewing specific internal policies to ensure they effectively support the Authorityโs mandate and evolving responsibilities.
The review meeting, being held in Lusaka with support from the Public Service Management Division (PSMD), isย assessing existing policies to align them with WARMAโs operational priorities.
Guided by its pillars of Operational Excellence and Human Capital Development, the review aims to ensure the Authority remains effective, accountable,and well-equipped to address emerging challenges in water resources management, in line with its 2022โ2026 Strategic Plan.
Speaking during the ongoing review meeting, WARMA Acting Director General, Mrs. Misozi Ngulube-Lumpa, emphasised that strong and responsive policies are essential for regulating, monitoring, and sustainably managing Zambiaโs water resources.
She explained that the review focuses on aligning institutional processes with strategic objectives, enhancing performance management systems, and improving workforce capacity to respond to emerging water challenges.
Mrs. Ngulube-Lumpa noted that these policies strengthen WARMAโs ability to manage Zambiaโs water resources by improving employee productivity, planning, and monitoring. They support efficient service delivery, evidence-based decision-making, and effective responses to emerging water challenges, safeguarding water quality, availability, and sustainable use for all.

The Water Resources Management Authority (WARMA), with support from UNICEF, has concluded a three-day workshop in Mansa, Luapula Province, focused on professional borehole drilling and sustainable groundwater management. The training brought together key stakeholders across the province.
During the closing ceremony, WARMA Director of Operations, Eng. Chisanga Siwale, presented certificates of participation and urged attendees to champion sustainable drilling practices. He emphasized that the workshop aimed to equip participants with the knowledge and skills needed to ensure compliance with professional standards and strengthen the protection of groundwater nationwide.
Meanwhile, WARMAโs Chambeshi Catchment Manager, Eng. Mwiza Muzumara, highlighted the strides made in mapping and safeguarding recharge areas and other critical zones that support aquifers.
He noted that protecting these areas is essential for reliable water supply, economic activities, and long-term sustainability. Eng. Muzumara further stressed that regular water quality monitoring and active community engagement are key to maintaining safe and sustainable groundwater resources.
Participants received hands-on training in water quality monitoring, borehole inspections, and ensuring adherence to WARMA standards. The Water Resources Management Authority (WARMA), with support from the United Nations Childrenโs Fund (UNICEF) through the WASHE Programme, is hosting a three-day capacity-building workshop in Mansa, Luapula Province, focused on the professionalization of drilling standards, borehole drilling, supervision, contracting, and groundwater protection.
The workshop brings together a diverse range of stakeholders, including traditional leadership representatives, drilling companies, local authority officials, Ministry of Local Government personnel, inspectors and engineers from the Water Development sector, heads of government departments, civil society actors, and other key partners involved in water resource management.
Speaking at the official opening of the workshop, Luapula Province Permanent Secretary, Mrs. Prudence Chinama Kangwa, emphasized that adopting professional drilling standards, proper contracting practices, and safeguarding groundwater are essential for sustainable development. She highlighted that these measures will strengthen agricultural productivity, improve public health, enhance rural livelihoods, and support education, particularly for women and girls.
Mrs. Kangwa stressed that if communities embrace professionalism in drilling, contracting, and groundwater protection, Luapula Province can lay a strong foundation for a sustainable water supply system, improved school attendance, better maternal health, and increased economic participation. She further commended WARMA and its partners, including UNICEF, for promoting high standards in groundwater management, noting that the initiative aligns with the governmentโs broader agenda on climate resilience and sustainable service delivery.
Meanwhile, WARMA Acting Director General, Mrs. Misozi Ngulube-Lumpa, noted that boreholes have become a crucial source of water for households, schools, and local businesses. However, she cautioned that improper siting, overuse, and contamination can compromise their functionality and water quality.
She revealed that WARMA continues to work closely with stakeholders through inspections, technical guidance, and community engagement to ensure that boreholes serve their intended purpose safely and sustainably.
Mrs. Ngulube-Lumpa explained that the training will focus on professional drilling standards, responsible procurement and contracting, and groundwater protection as the foundation of sustainable water management.
She noted that professional drilling standards ensure every borehole meets rigorous technical specifications, is properly supervised, and delivers safe, high-quality water. Responsible procurement and contracting promote accountability and efficiency in the use of public resources through the Zambian Government Electronic Tendering System (eGP), which ensures transparency, value for money, and institutional trust. Groundwater protection preserves this vital resource from contamination through the establishment of protection zones, risk assessments, and proactive community engagement.
She further highlighted that, building on these core areas, the workshop strengthens data collection, information management, and community sensitization, while supporting the development of groundwater databases and analytical tools such as heat maps.
These efforts will guide evidence-based decisions on borehole siting and sustainable water allocation, ensuring that communities in Luapula Province have reliable access to clean and safe water for generations to come.

Today, the Minister of Water Development and Sanitation, Hon. Eng. Collins Nzovu, MP, hosted a Donor Coordination Meeting at WARMA Headquarters in Lusaka, bringing together development partners such as the World Bank, Lead Cooperating Partner, NGO WASH, and other stakeholders.
Hon. Nzovu highlighted that 2025 has seen significant progress in Zambiaโs water sector, including the advanced review of the Water Resources Management Act No. 21 of 2011. He noted that the validation process has been completed, and a laymanโs draft submitted to the Ministry of Justice for final review.
The Minister emphasized that the proposed amendments aim to improve business efficiency by reducing permitting periods. They also enhance resource protection by strengthening penalties for illegal abstraction and pollution and align national practices with international governance standards. These reforms are critical to addressing challenges such as illegal mining while supporting agriculture, energy, and other water-dependent sectors.
Looking ahead, Hon. Nzovu outlined the key pillars of the 2026 National Budget, highlighting water infrastructure development, which includes the construction and rehabilitation of 60 dams. He also emphasized service quality and efficiency, focusing on the expansion of piped water services. Additionally, data, research, and resource mapping will be prioritized, including comprehensive groundwater exploration and aquifer mapping programmes. He noted that sustainable water delivery relies on strong institutions supported by sound financing from both Government and development partners.

Today, the Water Resources Management Authority (WARMA) joined Hon. Eng. Collins Nzovu, Minister of Water Development and Sanitation, on a tour of Chongwe District to assess the water situation.
The visit also included Hon. Sylvia Masebo, Minister of Lands and Natural Resources, who is also the Chongwe Member of Parliament, and representatives from the Lusaka Water Supply and Sanitation Company (LWSC).
The tour focused on addressing the growing pressure on the Chongwe Catchment, caused by rapid agricultural expansion, increased human activities, and the impacts of climate change.

She noted that the development of the guidelines is not merely a technical exercise but a national commitment to strengthen oversight, promote safe infrastructure, and build resilience against the impacts of climate change. As Zambiaโs water infrastructure continues to expand, the need to protect lives, property, and investments from preventable disasters has become both urgent and strategic.
Mrs. Ngulube-Lumpa added that the absence of comprehensive dam safety inspection standards creates regulatory gaps and increased vulnerability to dam-related risks, which could have serious consequences for public safety, environmental integrity, and socio-economic development.
Anchored on Sections 120 to 124 of the Water Resources Management Act No. 21 of 2011, the guidelines empower WARMA to regulate, monitor, and enforce dam safety standards. They also complement other statutory instruments, including the emerging Water Resources Management (Water Harvesting and Storage) Regulations of 2024. Together, these frameworks provide a strong foundation for WARMA to operationalize its regulatory mandate and strengthen oversight on dam safety and water storage systems.

WARMA is excited to be participating in the Muchinga Investment Forum and Exposition 2025, which opened its doors on Monday, 15 September, and is running until 19 September in Chinsali District of Muchinga Province.
This five-day event, officiated by the Republican President, Mr. Hakainde Hichilema, provides a unique platform for WARMA to explore areas of partnership with investors while ensuring that both local and international investors adopt sustainable environmental practices that safeguard Zambiaโs water resources.
As the regulator of water resources, WARMA is also emphasizing the importance of compliance with water permit requirements, ensuring that investments contribute positively to national development without negatively impacting water bodies.

The Water Resources Management Authority (WARMA) has conducted awareness and engagement meetings with communities severely affected by the rising water levels of Lake Tanganyika.
In Chipwa village, located at the confluence of the Kalambo River and Lake Tanganyika on the border with Tanzania, public infrastructure, including a primary school, has already been submerged.
WARMA also visited Myamba, a small lakeshore village accessible only by boat, where residents face similar risks. The limited access to both communities underscores the urgency of proactive measures to safeguard lives and property.
During the engagements, WARMA emphasized the dangers of remaining along the lake shores as the rainy season approaches and strongly urged residents to relocate to higher ground. The Authority highlighted the critical need for early action to prevent loss of life and damage to infrastructure.
The WARMA team was joined by a representative of His Royal Highness Senior Chief Tafuna of the Lungu people of Mpulungu, who pledged to continue engaging stakeholders to help identify alternative land for the affected communities.
These community engagements are part of broader awareness and stakeholder engagement campaigns conducted by the Authority. They align with WARMAโs strategic pillars on Stakeholder Engagement, which focuses on building strong relationships with key partners to enhance communication, information sharing, and integrated water resources management, and Public Awareness and Visibility, aimed at increasing the publicโs understanding of water resource issues and the Authorityโs presence in communities.
As outlined in its 2022โ2026 Strategic Plan, WARMA seeks to support Zambiaโs economic growth through effective water resources governance and management. The Water Resources Management Authority (WARMA) has continued its stakeholder engagements in Mpulungu, bringing together the District Administration, government departments, traditional leaders, and local communities.
Speaking during the engagement, Mpulungu District Commissioner Gehard Sikazwe highlighted that the rising water levels of Lake Tanganyika have devastated the district and surrounding areas.
He explained that businesses, particularly in the hospitality sector, have been forced to close following the submergence of lodges and other infrastructure, noting that the situation poses a significant risk to communities.
Mr. Sikazwe applauded WARMA for sensitizing local communities and pledged the full support of the district administration to ensure the implementation of appropriate measures. He further commended WARMA for working closely with stakeholders in an effort to establish buffer zones and promote sustainable solutions to mitigate the impacts.
The engagements focused on the rising water levels in Lake Tanganyika, encroachment of critical water bodies, and the urgent need to safeguard lives, livelihoods, and infrastructure.

From Kasama to Mpulungu, the Water Resources Management Authority (WARMA) has intensified stakeholder engagements with the Provincial Administration, Heads of Government Departments, parastatals, communities, and other key partners in Northern Province.
These engagements, complemented by radio programmes and community outreach initiatives such as road shows, are focused on the urgent challenges of rising water levels in Lake Tanganyika as well as the growing threats of pollution and encroachment on critical water bodies across the province.
Leading the campaign, Acting Director General Mrs. Misozi Ngulube-Lumpa underscored that protecting Zambiaโs water resources is a shared responsibility. She noted that the rising lake levels have already displaced communities in Mpulungu and surrounding areas, threatening homes, infrastructure, and livelihoods.
WARMA is also engaging affected communities on mitigation measures to safeguard property and lives while proactively reducing future risks.
The Authority continues to work closely with stakeholders to establish buffer zones, strengthen regulatory enforcement, and enhance public awareness.

The Water Resources Management Authority (WARMA) is intensifying efforts to safeguard the Kafubu River and other vital water resources in the Copperbelt Province. These water sources face increasing threats from informal settlements, unregulated developments, and pollution, putting water security, public health, and supply reliability at risk.
The Kafubu River, which serves Ndola and surrounding communities, is under growing pressure, while similar challenges affect aquifers and other rivers across the province, leading to higher treatment costs and potential disruptions in supply.
In response, WARMA engaged key stakeholders, including the Copperbelt Provincial Permanent Secretary, Ndola City Council, Kafubu Water and Sanitation Company, and representatives from industries and communities. The discussions focused on collaborative solutions to halt encroachments, restore degraded areas, and protect riparian zones.
Acting Director General Mrs. Misozi Ngulube-Lumpa emphasized the importance of partnership: โThese engagements bring together leadership, councils, utilities, industries, and communities to safeguard the long-term sustainability of the Kafubu and other water bodies,โ she said.

In an effort to strengthen compliance with the Water Resources Management Act and related regulations, the Water Resources Management Authority (WARMA) has embarked on a review of the Inspectorate Handbook and Penalties Guidelines. This important process comes at a time when challenges such as pollution and other illegal activities continue to threaten water security and public health.
The review is aimed at ensuring that inspectors and field teams are equipped with clear procedures, modern tools, and practical best practices that enhance efficiency, transparency, and credibility in enforcing the law. The Penalties Guidelines, in particular, provide a transparent framework that not only deters non-compliance but also promotes fairness, accountability, and responsible water use among all stakeholders.
Speaking at the ongoing review meeting, Acting Director General Mrs. Misozi Ngulube-Lumpa emphasized that this process will refine the handbook and guidelines into practical, effective instruments that support consistent enforcement, fairness, and long-term water security.

As part of its public awareness efforts during the ongoing 59th Zambia International Trade Fair in Ndola, the Water Resources Management Authority (WARMA) has actively engaged with both radio and television platforms to amplify awareness on key water management issues.
The WARMA team has featured on various media platforms including ZNBC TV1, ZNBC Radio 2, Radio Phoenix, Sky FM, Chimwemwe Radio, YAR FM, and others, sharing important messages on surface and groundwater protection, regulatory compliance, and the importance of obtaining water permits.
These engagements also highlighted how WARMA is leveraging technology and innovation, including digital mapping, automated permit systems and remote monitoring tools, to improve efficiency, transparency and sustainability in water resources management.
Through these media engagements, WARMA continues to educate the public, stakeholders, and water users on the importance of responsible water use, the need to protect water sources from pollution and encroachment, and the vital role every citizen can play in ensuring the sustainable management and preservation of Zambiaโs water resources.

As part of our engagements during the ongoing 59th Zambia International Trade Fair in Ndola, the Kafue Catchment Manager, Mrs. Alice Nambeye-Nchimunya, accompanied by the Acting Sub-Catchment Manager for Upper Kafue, Eng. Alex Kasonde, and
other WARMA staff, paid a courtesy visit to Kafubu Water and Sanitation Company (KWSC).
The team met with the Managing Director and Finance Director of KWSC to acknowledge both the challen
ges the utility faces and the strides it has made in its efforts to ensure reliable water supply to parts of the Copperbelt Province.
During the meeting, discussions focused on strengthening partnerships in water resour
ces management. Particular emphasis was placed on the need to protect water
sources from pollution and encroachment, in order to safeguard municipal water supply. The team also discussed the importance of ensuring that all water utilities operate with valid WARMA abstraction permits and meet their permit payment obligations.
Water is a shared and finite resource. Its sustainability depends on collaboration, accountability, and full adherence to regulatory requirements. WARMA remains committed to working with all stakeholders to promote safe, equitable, and sustainable water management for the benefit of all Zambians.

WARMA concludes week-long human capital policy review focused on institutional growth

The Water Resources Management Authority (WARMA) has successfully concluded a week-long Human Capital Policy Review held from Monday, 23 June to Friday, 27
June 2025. The review focused on strengthening key internal policies that are essential for effective operations, staff well-being, and the Authorityโs long-term sustainability.
The policies reviewed included transport, wellness and safety, training and development, ICT, and performance management. These frameworks are vital to building a high-performing, well-supported workforce capable of advancing WARMAโs mandate of sustainably managing Zambiaโs water resources.
Speaking when she closed the workshop, WARMA Acting Director Generalย Mrs Misozi Ngulube emphasised that responsible water resources management depends on a well-supported and high-performing workforce. She reaffirmed the Authorityโs commitment to aligning internal policies with its strategic goals to ensure operational excellence and institutional growth.
This initiative aligns with WARMAโs 2022 to 2026 Strategic Plan, which prioritises institutional strengthening and human capital development as key pillars in achieving the organisationโs mission and vision.

WARMA LAUNCHES 2022 – 2026 STRATEGIC PLAN

The Water Resources Management Authority has launched its strategic plan. The strategic plan that is anchored on five strategic pillars will be implemented between 2022 to 2026 to achieve the Authority mandate.
Speaking during the launch, Ministry of Water Development and Sanitation Hon Mike Mposha pledged full support to the implementation of the Strategic Plan.
The Minister stated that the Strategic Plan charts out WARMAโs long term strategic goals for carrying out the institutions mission of regulating and managing water resources in Zambia.
The Minister noted the Strategic Plan is anchored on national and international policies and goals, including the Eighth National Development Plan (8NDP), Vision 2030 and Sustainable Development Goals (SDGs). He said the outcomes and targets in this Plan are consistent with national and global targets and goals.
He stated the new dawn government through the able leadership of President Hakainde Hichilema seeks to attain the Vision 2030 objective in the water sector by providing secure access to safe water sources and improved sanitation facilities to all citizens. He added that this, therefore, places the sector among the expenditure priority focus areas for the Government in the planning frameworks.
The Hon. Minister tasked WARMA and other cooperating partners such as World Wildlife Fund for nature (WWF) and GIZ to work in unison by providing government with the technical consultancy on the the encroachment of forest 27. The Minister highlighted that the Issue surrounding the encroachment on the forest is still fresh and new dealt with to ensure tha forest is preserved.
Speaking at the same event, WARMA Board Chairman Dr. John Kunda said the the country is faced with the challenge of wholly protecting the water resource from degradation and the need to use water in a more sustainable manner.
Dr. Kunda mentioned that the Plan is based on an assessment of the risks and vulnerabilities of water resources to the current and future impact of climate change. He said the evidential assesments have continued to provide additional non climate factors such as land use practises, water quality and population demands that can be seen as additional opportunities and challenges to the already stressed water resources.
The Board Chairman Futher called on all key stakeholders to act now in protecting the resource.
And WARMA Director General Engineer Kenneth Nyundu thanked Government for recognising the water Sector as a key driver to social economic development. Eng. Nyundu said the Strategic Plan will assist WARMA to have an in-depth understanding of the expectations of the general public.
Eng. Nyundu noted that through the Plan, the institution will endeavour to strengthen the level of engagement with all stakeholders without exception and assured that public that WARMA shall remain open to constructive engagement to maintain leadership in water resource planning and regulation.

ZAMBIA HEADED FOR A WATER CRISS – WARMA

Reports have continued to indicate that the water resources in the country are Diminishing at an alarming rate.
An institution in charge of the management of the resource, the Water Resources Management Authority (WARMA) has indicated in it’s reports that Zambia is at a risk of having a water crisis in the near future due to activities that are negatively affecting the resource.
WARMA has indicated that the institution has continued to record cases indicating that resources are diminishing in most parts of the country such as Lusaka and Southern Province.
This came to light during a special radio interview on Zambezi FM where the institution Public Relations Officer Mubiana Nalwendo highlighted that the Authority is receiving numerous reports of boreholes drying an indication that the ground water table has tremendously dropped.
Mr. Nalwendo Futher highlighted that the diminishing of the resource can also be seen from the drying of many streams that are contributary to rivers such as the Zambezi and Kafue rivers.
He noted that it is worrying that the ground water table has dropped to as low as 120 meters in areas like Lusaka West a situation that cannot be compared to a few years back, when ground water in Lusaka could easily be accessed after drilling about 35-40 meters
WARMA has spoken that it has continued to engage many stakeholders such as Mining industry, the Agriculture sector and the Energy Sectors who are the major users of water in finding ways to avoid compromising the state of the water resource.
The Public Relations Officer added that despite not receiving much support from stakeholders, it is working in ensuring that the resource is preserved for now and the future generation.
He revealed that the institution has therefore consistently sent inspectors on the ground who have been working tirelessly to ensure that the resource is not encroached on by issuing stop orders to those found wanting.
WARMA has therefore continued to emphasize that rules and regulations regarding the management of water resources across the country should be strictly adhered to by all.

REVISED PERMITTING PROCESS PROGRESSIVE – CHIKANKATA FARMERS

Farmers in Chikankata District have commended the Water Resources Management Authority (WARMA) for reducing the water permitting process from the initial 6 months to 2 and half months. The farming community remain positive that the reduced period now allows for efficiency and effectiveness in the managing their affairs as farmers.
One farmer spoken to said farmers across the country have been experiencing challenges in obtaining water permits as the process was taking too long before hence affecting their ability to secure their investments.
Mr. Jesper Lublinkhof who is also Managing Director at Mubuyu farm in Chikankata said the long process was not only time consuming but was a costly loss because it did not allow farmers to proceed with their activities.
“The last time I applied for a water permit it took me about 4 to 6 months before I received the certificate and that delayed my farming activities as I couldn’t proceed without a permit. I am glade that today the process has been shortened to 2.5 months.” He said.
Mr. Lublinkhof expressed his appreciation to WARMA for the swift action taken and listening to the concerns of farmers who requested the process be revised.
And WARMA Board Chairman Dr. John Kunda stated that the Authority is delighted to note that farmers and other water users requiring permits are benefiting from the revised system.
The Board Chairperson explained that the reduction in the permitting time frame is not only beneficial to water users but to the Authority too as it helps WARMA to execute it’s mandate with ease and required speed.
Dr. Kunda assured Mr Lublinkhof that the Authority recognises water users as key stakeholders and their concerns are incorporated in decisions arrived at with the aim of conserving, preserving and managing of the resource. Dr. Kunda further encouraged all water users across the country to always submit their concerns to the Authority whenever need be

WARMA ASSURES CLEAN AND SAFE DRINKING WATER TO SCHOOLS AND HOSPITALS

The Water Resources Management Authority (WARMA) is currently carrying out ground water quality assessments in schools and clinics across the country.
The exercise is aimed at providing clean and safe drinking water to citizens especially children and the sick in hospitals.
This came to light when WARMA Director General Engineer Kenneth Nyundu appeared on KFM Radio station in Mansa Luapula Province.
Engineer Nyundu stated that his institution is working round the clock with empirical information to make sure public schools and hospitals are not exposed to contaminated water.
WARMA Director General Eng. Kenneth Nyundu has further assured water users that the WARMA is in existence with the aim of safeguarding the interests of the public. Eng. Nyundu stated that it is imperative that members of the public understand that the huge mandate of WARMA is centered around enhanced water security for Zambia.
The Director General pointed out that the Authority is consistently working to ensure that all standards are met and the right criteria is used in the management of the resource according to the ambient water quality standard.
He has noted that WARMA being a public institution will work to ensure that the interests of Zambians of having abundant water is safeguarded through regulating the finite resource.
He noted that benchmarking of WARMA’s performance against external criteria will help members of the public to monitor the Authority and the institution will be able to gauge its own performance in the management of the water resource.
Eng. Nyundu added that the mandate of WARMA is not there to frustrate water users, but itโs mandate is helping safeguard the future of the country.

ZAMBIA COMMEMORATES WORLD RIVERS DAY

Zambia has joined the rest of the world in commemorating the World Rivers Day a day that is celebrated world over since 2005.
The commemoration which is being held right at the source of the Zambezi River in Ikelengi District of North-western Province, has kicked off attracting many stakeholders in the water sector who are putting a spotlight on the importance of protecting and managing rivers.
Speaking at the event Minister of Water Development and Sanitation Mike Mposha has implored all citizens to properly manage rivers as he states that rivers provide water for trees and plants where we derive food, medicine and shelter for the livelihood of humanity
In a Speech read on his behalf by Ikelengi district Member of Parliament Hon. Elijah Muchima, the minister states Zambezi is an international river that must be conserved as it has about 6 countries that directly depend on it as Anything that happens to Zambezi affects these countries too.
The hon. minister says his ministry has been making frantic efforts in ensuring that the source of the Zambezi River is properly managed and given the much recognition it deserves. He adds that the ministry is also planning to put up dams around the area to avert people from drilling borrows that might affect the source of the Zambezi River
He says the ministry is doing all this because Government has placed premium on stakeholder collaboration on the agenda of protecting water resources and environments for the benefit of the all Zambians
โโThe Zambezi River is a backbone of systems that contribute to the socio-economic development of our country. The river supports two big hydro power production that help power the nation. The Victoria falls also is located on the Zambezi River which is the 7th wonder of the world and is the largest tourism attraction in the country.โโ
Hon. Mposha says the Zambezi River supports over 1.5million people through fishing, irrigation, recreation and more therefore every well-meaning Zambian ought to ensure that the Zambezi River is well protected from the source.
The minister who bemoaned the encroachment of river banks states the Poor water management along river banks has contributed to pollution of river systems and hence glowed to extinction of some aquatic species hence leading to loss of biodiversity. Climate change has a very negative impact on the land and forests.
In addition, he assured citizens that the ministry is committed to conserving the Zambezi River source and called on local residents to guard the river source and water resources jealously.
Speaking at the same event, Her Royal Highness Chieftainess Ikelenge Muhemba II states Zambia is recognized because of the Zambezi River. She says that the chiefdom is hence worried because the world is recognizing the Victoria falls much more than the source of that water.
The Chieftainess has since called upon the New Dawn Government to ensure that the source of the Zambezi River is not neglected like it reported to have been the case in the past years.
Chieftainess Ikelenge Muhemba II states the chiefdom is concerned about the shallow wells that residents are puncturing right at the source of the Zambezi which are posing a serious threat to the source of the Zambezi River. She added that the residents are engaging in such activities because people do not have adequate water systems.
Still at the same event, Ministry of Tourism Permanent Secretary Evans Muhanga states the protection of the Zambezi River has come under threat from many factors in the recent decades, these factors have reduced forest cover and water depth in dander with the effects of climate change
The Permanent Secretary states the theme of the world tourism and world rivers day resonate very well with restoration of ecosystem, the need for effective management of the water resources to enhance the sustainability of the ecosystem around the source of Zambezi and beyond.
He mentions that Zambia has a responsibility to protect the source of the Zambezi because it supports various forms of life along the river system and much more to develop the source of the Zambezi and diversify the product portfolio so that tourists might find all amenities that are required.

AMNESTY ON ILLEGAL WATER USE EXTENDED FOR ANOTHER SIXTY DAYS
Lusaka, Wednesday, September 21, 2022.
Government through the Ministry of Water Development and Sanitation has extended the amnesty period on illegal water usage to sixty days. Minister of water development and sanitation Honourable Mike Mposha has announced.
Speaking at a press conference in Lusaka, the Honourable Minister stated that the amnesty extension has been necessitated by demand from commercial water users and members of the public.
The Minister added that the aim of the extension is to give an opportunity to all commercial water users to visit WARMA offices in their respective localities and have their water permits rectified.
โโWater has an economic and social value whose aspects are always reflected in its use. The water sector has therefore been immensely affected due to various illegalities being committed by some water users across the country. In order to curb this vice, my ministry is once more engaging WARMA an institution that is tasked to manage the water resource in the country to once again ensure it comes up with ways of ensuring that all water illegalities are dealt with within the confines of the law.โโ He spoke.
Setting the 21st of September 2022 as the beginning of the extension period, Hon. Mposha says he hopes that all commercial water users will correct their water permits which in turn will help in the economic development of the country at large.
He said that water plays an important role in the growth of any economy and with its economic value, water resources have a significant administrative cost element which are always reflected in the permit charges for commercial purposes.
Hon. Mposha further commended WARMA for successfully forming a Water Committee with the Zambia National Farmers Union (ZNFU) in line with the aspirations of the ministry on enhancing stakeholder engagements with key players. He added that stakeholder engagements are important because the management of Zambiaโs water resources demand a multi-sectoral approach.
Meanwhile, WARMA Director General Engineer Kenneth Nyundu has welcomed the move stating that the extension will help the Authority cover all water users who might have not had the chance to normalise their water utilisation. Eng. Nyundu has assured Government that WARMA will be proactive by visiting commercial water users to ensure they have normalised their usage of water.
The Direct General added that the extension is an opportunity for WARMA to upgrade its data base which in turn will help in providing data during the allocation of water. He clarified that individual that will not seize the sixty days extension window will have themselves to blame when punitive measures are applied.
On 11 May 2022, the Ministry gave a 90-day Amnesty to illegal water users to rectify their permits with the Water Resources Management Authority (WARMA).
On the 9th August, the Amnesty period came to an end attracting a total number of One Hundred and Eighty (180) water users who rectified their illegal water permits with WARMA. Out of the total, One Hundred and Six (106) of them had surface water permit issues and Seventy-Four (74) water users corrected their groundwater permit issues.

KAMFINSA WATER POLLUTION INCIDENCE

The Water Resources Management Authority (WARMA) was actively involved in investigating the possible chemical contamination of water on Kamfinsa Stream as a result of the road traffic accident at Kamfinsa bridge, on the Ndola/Kitwe dual carriageway of the Copperbelt Province. This happened on 17th February, 2022. WARMAโs findings revealed that a truck laden with Sodium Hydroxide, plunged into Kamfinsa stream at Kamfinsa bridge, posing a risk of water contamination that may compromise the ability of the stream to support human and aquatic life.
Sodium hydroxide is a white crystalline material that readily absorbs moisture and dissolves in water and is highly corrosive. After taking water samples upstream and downstream of the accident scene, the findings were that the contamination was localized around the accident scene. The public was therefore advised to avoid using the raw water or indeed do any recreational activities along the Kamfinsa stream, at the accident scene or downstream within the vicinity. Furthermore, the Authority had established that the flood mark level at the Kamfinsa bridge was of higher elevation than the design height of the bridge. It was therefore anticipated that any further increase in rainfall activity would result in stream overflow above the bridge. Motorists using the Ndola/Kitwe Road were advised to take precautions at all times when approaching Kamfinsa bridge when it was raining.
